Who remains accountable when a machine shapes a public decision?

Democratic authority depends on more than an accurate answer. It depends on reasons, rights and a real ability to challenge power.

The democratic stake

A public body may remain formally responsible while losing practical understanding of the system shaping its decisions. A nominal human approval can become a rubber stamp under workload pressure. The serious question is whether citizens and officials retain the knowledge, time and authority to challenge a recommendation.

Scale of service versus meaningful recourse

Automation can shorten queues, while an appeal process consumes scarce staff time. If correction is accessible only to those with expertise or persistence, efficiency may conceal unequal treatment. The design has to budget for scrutiny, not merely announce it.
